The national question has become increasingly important in the political situation in Britain and therefore to the class struggle and the struggle for socialism, particularly with the growth of significant independence movements in Scotland and also Wales.
For Communists the starting point is the fundamental right to national self determination for the Scottish, Welsh and English peoples. Communists also argue that the exercise of that right, and the question of independence, should be approached strategically and in class terms.
For us the question at every turn is: what best helps the people of Scotland, of Wales or of England or indeed all the peoples of Britain collectively, challenge the power of capital and advance the struggle for socialism.
The ruling class and capital operate at a British level and have their power concentrated in the City of London. Communists argue that working people also need to wage our struggle at an all-Britain level. As well as our proud national traditions, the working classes of Britain also share centuries of history of joint struggle – a history which carries on to this day and is embodied in the Communist Party itself.
On this basis Communists advocate for a model of ‘progressive federalism’ as part of the overall fight to build a broad anti-monopoly alliance and for working class state power.
It is essential that the Scottish Parliament, Welsh Senedd, and regions in England have the economic, legislative and financial powers to protect and develop the economic, social and cultural interests of their people. Cornwall requires an assembly with these powers also.
The task of our Progressive Federalism Commission is to develop and support the implementation of Party policy in this area in the face of a fast developing political situation.
