“The All-Britain Congress shall be the supreme authority of the Party and shall be responsible for the adoption of the policy of the Party.”
Congress is the highest democratic body of the Communist Party, tasked with deciding the policies and priorities of the Party over the two years to follow. The comradely debate and discussion and the decisions of the Congress are central to the democratic life of the Party and offer the opportunity to regularly refresh, renew and strengthen the organisation as a whole.
The Congress is composed of elected delegates from each and every Party branch across Britain as well as from the District, Scottish and Welsh Committees. All Branches, Districts and Nations are entitled to fully contribute to Congress debate and discussion including submitting their own resolutions.
Congress elects the Executive Committee which is tasked with implementing the policies and priorities which the Congress agrees over the two years that will follow. The Executive Committee is elected based on nominations made by Branches, Districts and Nations.
Congress plays a key role in scrutinising the work of the outgoing Executive Committee and determining strategic lessons for the Party.
